As broadband traffic continues to surge, fueled by applications such as video and the ever increasing plethora of smartphones and tablets, broadband providers face a widening gap between traffic load and revenues. High CAPEX is required for network upgrades.
Two immediate solutions to this problem are enabled through the monitoring, metering, and charging for subscriber consumption of over-the-top (OTT) applications and content.

Good practices in the industry don’t always have to focus on premium plans. Value-based charging reflects the value of different applications to both operators and consumers. For example, latency and QoE are more critical to VoIP than to email.
Pricing plans should be application-based and reflect the balance between different application’s value in terms of both operators cost and user benefit.
